Memo Reminders by XDA Senior Member drashko lets you do that with zero hassle: just open it up, enter the reminder text, save it and you're done. A notification is then created, giving you easily accessible notes or reminders from any screen.

Memo Reminders also gives you other options you might want to use, all on the same screen. No need to navigate through the app to find what you want: it's all right in front of you. You can make the reminder sticky so that you can't swipe it away, or have it only show up on your lockscreen to keep your notification drawer clean otherwise, or even mark a memo personal to hide it while your phone is locked. You can also assign custom actions to any memo, letting you send an email when you've got the time by simply touching the notification, or open Maps on a certain destination you want to navigate to. Previous memos can also be accessed and deleted from the main screen.

Having all these options doesn't mean the app is cluttered or ugly, though -- quite the opposite: Memo reminders is an elegant app with material design. It's also free and free from advertisements. Adding actions to reminders requires the pro version, which is available for a dollar using in-app purchases, but the developer has been kind enough to provide a special XDA version without any limitations. You can always buy the pro version to show your support!
