Windows on ARM is slowly catching up with the pace this year. We saw HP launching the Elite Folio, a 2-in-1 laptop powered by the Snapdragon 8cx Gen2. But it's unlike any ARM-based Windows laptop that we've seen in a while, thanks to its vegan leather exterior. In our review, we rated it as the best Windows on ARM PC, but how does it stand up against Microsoft’s Surface Pro X? Both run on almost identical chipsets and you also get a convertible form factor, but which one is better?

HP launched its Elite Folio convertible in January this year. The highlight of this hybrid HP computer is its use of an ARM-based processor -- Qualcomm Snapdragon 8cx Gen 2. The company says the presence of Qualcomm Snapdragon compute platform makes it an "always connected PC (ACPC)". Wait, does the ACPC tag mean it supports cellular connectivity and more specifically 5G? Yes, HP Elite Folio can connect to the 5G networks and that’s not all. It’s also backward compatible to 4G LTE and 3G networks as well.

In September last year, Qualcomm announced the Snapdragon 8cx Gen 2 compute platform for next-gen always on, always connected 5G PCs. It featured minor improvements over the original platform, with support for Qualcomm's FastConnect 6800 mobile connectivity subsystems, an integrated Snapdragon X24 modem for 4G LTE support, and the option to include a discrete Snapdragon X55 modem-RF system for 5G NR support. Qualcomm has now partnered with Sophos to bring its Intercept X endpoint protection solution to 5G PCs powered by the Snapdragon compute platforms.

In 2018, Qualcomm announced the Snapdragon 8cx compute platform, the company's highest-end chipset aimed not at smartphones or tablets but rather laptops. The Snapdragon 8cx was actually Qualcomm's third attempt at designing a chip for consumer PCs, following the Snapdragon 835 and Snapdragon 850. In conjunction with Microsoft, Qualcomm has been working to create a new class of ultraportable laptops called the "Always On, Always Connected" PC; these "ACPCs", powered by either the 835, 850, or 8cx compute platforms, are extremely thin and light, generally fanless, support cellular connectivity, and feature all-day battery life—hence "Always On, Always Connected." Today, Qualcomm unveiled the second-generation of its Snapdragon 8cx compute platform for next-gen ACPCs.

At the Snapdragon Tech Summit in 2018, Qualcomm announced the Snapdragon 8cx — a new mobile platform designed for Always On, Always Connected PCs. Devices with the new chip were expected to hit the market late last year and, as expected, Microsoft unveiled the Snapdragon 8cx powered Surface Pro X in October last year. Along with the Surface Pro X, the chip can also be found on the Samsung Galaxy Book S and now, it's making an appearance on the Lenovo Yoga 5G 2-in-1 convertible.

Last week at Computex, Qualcomm finally showed the world how its new Snapdragon 8cx mobile platform performs in real-world benchmarks. The 8cx was announced back in December during Qualcomm's Snapdragon Tech Summit, but we didn't have a good idea about how well the platform fares against Intel chips because Qualcomm only shared the raw specifications and a few technical demonstrations. Now that we have a better idea about its performance, we're finally starting to learn more about the product's commercial availability in laptops. Furthermore, Qualcomm may be preparing to launch new, cheaper mobile platforms to bring Windows 10 on ARM laptop prices down to the $300 Chromebook level.

Qualcomm is best known among our readers for their Snapdragon mobile platforms, but over the past two years, the company has worked to expand into the laptop space by introducing a new class of product: the Always On, Always Connected PC. Nearly two years ago to this very day, Microsoft and Qualcomm announced a partnership to get Windows 10 on ARM running on "premium-tier" Snapdragon mobile platforms. We later learned that the company's existing Snapdragon 835 mobile platform would be the first to support Windows 10 on ARM. In the middle of 2018, Qualcomm announced the Snapdragon 850, a mobile platform designed specifically for Windows on ARM. At this year's Snapdragon Tech Summit, Qualcomm has announced the Snapdragon 8cx, a new mobile platform tier designed to power premium Always On, Always Connected PCs shipping late next year.
